Supervisory Outpatient Pharmacist

The Supervisor is responsible for the professional administrative management of the assigned section, including the full range of duties involved in the Pharmacy, associated Community Based Outpatient Clinics (CBOCs), associated State Veteran Nursing Home, coordination with associated consolidated mail out (CMOP) operations, and the maintenance of Community Care prescription dispensing. The prescription program will generate prescriptions from the Daytona facility, associated CBOCs, community care program, and any other prescription program administered by the Veterans Health Administration when applicable (e.g. CHAMPVA). Pharmacy service is affiliated with several Colleges of Pharmacy and provides administrative and technical support to the activities associated with these affiliations. Some of the duties of this position include, but are not limited to:
Applies evidence-based, cost-effective principles to promote optimal patient care within budget appropriation. Assists in the development, implementation and/or maintenance of plans to promote therapeutic appropriateness and safety. Assures medications are dispensed to patients in a timely fashion consistent with JCAHO standards, VA requirements, and Federal and State laws impacting pharmacy service. Assists in the development and maintenance of drug distribution processes for the OPCs & CBOCs that meet the needs of patients and follow the same level of care as the ORLANDO VAMC. Assists in directing a drug distribution system that assures accuracy, legible labeling, quick responsiveness and inventory accountability. Works closely with the CMOP to assure timely dispensing and cost effectiveness. Continuously monitors and adjusts the medications marked for CMOP dispensing to ensure appropriate utilization of facility resources. Develops and maintains a plan to secure and control drug inventory to minimize risk of pilferage of pharmaceuticals and control substances. Monitors the Community Care operation closely, dealing with the dispensing of prescriptions. Responsible for assessing, planning and evaluating the Pharmacy program to ensure proper coordination between the delivery of Pharmacy services and the overall delivery of health care. Works with the Pharmacy Leadership to promote optimal patient care within budget appropriation. The Supervisor is under the direct supervision of the Associate Chief, Pharmacy Service and is directly responsible for management of all pharmacy programs. Additionally, the incumbent has the delegated supervisory authority to commit pharmacy resources in accordance with the goals and objectives of the Service and in concert with facility operating policies and procedures. Performs the functions of the position independently and resolves all problems involving all outpatient pharmacy programs. Other duties as assigned. Work Schedule:
The primary duty location will be Daytona. The usual tour of duty will be from 8:
00am to 4:
30pm M-F. However, the selectee may be required to work or travel between any of the locations within Corporate Orlando, including the Lake Nona campus. The selectee may also be required to work various shifts on a permanent or temporary basis, based on patient care needs-including evenings, nights, weekends, and holidays. Functional Statement Title:

Full, current and unrestricted license to practice pharmacy in a State, Territory, Commonwealth of the United States (i.e., Puerto Rico), or the District of Columbia. The pharmacist must maintain current registration if this is a requirement for maintaining full, current, and unrestricted licensure. A pharmacist who has, or has ever had, any license(s) revoked, suspended, denied, restricted, limited, or issued/placed in a probationary status may be appointed only in accordance with the provisions in VA Handbook 5005, Part II, Chapter 3, section B, paragraph 16. Individuals who have or have had multiple licenses and had any such license revoked for professional misconduct, professional incompetence or substandard care, or who surrendered such license after receiving written notice of potential termination of such license by the State for professional misconduct, professional incompetence, or substandard care, are not eligible for appointment to the position unless such revoked or surrendered license is fully restored (38 U.S.C. 7402(f)). In addition to the basic requirements for employment in paragraph 2, the following criteria must be met when determining the grade of candidates. Experience. In addition to the GS-12 requirements, must have 1 year of experience equivalent to the next lower grade level. Assignments. Candidates at this grade level are to be in one of the assignments listed below. For all assignments above the full performance level, the higher level duties must consist of significant scope, administrative independence, complexity (difficulty) and range of variety as described in this standard at the specified grade level and be performed by the incumbent at least 25% of the time. Pharmacists assigned to this position must demonstrate the following KSAs:
a. Ability to communicate orally and in writing to persuade and influence clinical and management decisions. b. Expert understanding of regulatory and quality standards for their program area. c. Ability to solve problems, coordinate and organize responsibilities to maximize outcomes in their program area or area of clinical expertise. d. Expert knowledge of a specialized area of clinical pharmacy practice or specialty area of pharmacy. e. To be creditable, the experience must have demonstrated the use of knowledge, skills, and abilities associated with professional pharmacy practice. Professional practice means paid/non-paid employment as a professional or unlicensed graduate pharmacist as defined by the appropriate licensing board. Residency and Fellowship Training:
Residency and fellowship training programs in a specialized area of clinical pharmacy practice may be substituted for creditable experience on a year-for-year basis. The pharmacy residency program must be accredited by the American Society of Health-System Pharmacists (ASHP). A fellowship program that is not accredited by the American College of Clinical Pharmacy (ACCP) will need to have comparable standards for experience to be creditable (Professional Standards Board refers to the Deputy Chief Consultant for Professional Practice for the determination). Qualifying experience must be at a level comparable to pharmacy experience at the next lower level.
