Social Worker (HUD/VASH Case Manager)

The HUD-VASH Program requires continuous coordination with the community's homeless providers and coalitions as well as with other local, state, and federal agencies. The primary goal of HUD-VASH is to move Veterans and their families out of chronic homelessness. A primary component of the program is VA case management services which are designed to improve Veteran's health and mental health, and to enhance their ability to remain stable, housed, and community-integrated. Duties and responsibilities include, but are not limited to:
Responsible for providing case management for a caseload of Veterans in the HUD-VASH program. Responsible for reviewing agreements between Section 8, landlords, Public Housing Authorities and the VA in establishing appropriate referral sites for HUD-VASH placements. Provides comprehensive discipline-specific services to Veterans and their families. Responsibilities include the management, coordination and provision of discipline-specific services to Veteran and their families in inpatient, outpatient and community settings. In the provision of care in patients from the adult (less than 65 years of age) to the geriatric (greater than 65 years of age), the employee recognizes the age-related needs and demonstrates knowledge and care appropriate to that age group. Responsible for data collection, administrative record keeping, and monitoring patient or program clinical indicators, thresholds, and performance measurements. Functions as a Housing Specialist while developing working relationships and directly coordinating with the designated PHA regarding the housing voucher application and award process for each Veterans. Reviews the agreements between Section 8 landlords, PHAs, and the VA to establish appropriate referral sites for placements. Assists Veterans with the housing search, completing rental applications, obtaining necessary housing documents, viewing of potential apartments, inspections, lease-ups, and negotiation with landlords. Assists Veterans with obtaining resources for security deposits, utility expenses, and furnishings. The incumbent also accompanies Veteran participants during PHA appointments and briefings. Implements and maintains referral and screening procedures for potential HUD/VASH Veteran participants that meet national policy as well as the needs of medical center mental health services and residential programs. The incumbent is skilled in making referrals, screening and admission criteria recognizes program eligibility, prioritization of subsets of the homeless Veteran population, requirements of the PHAs, and other policy, regulation, or law pertaining to program administration. Responsible to ensure criteria and procedures are maintained. The incumbent provides primary input for program participant selection based on structured interviews and clinical assessments. Relocation expenses are not authorized for this position. The selectee may be required to work or travel between any of the locations within Corporate Orlando, including the new Lake Nona campus. The selectee may also be required to work various shifts on a permanent or temporary basis, based on patient care needs. Citizenship:
Be a citizen of the United States. (Non-citizens may be appointed when it is not possible to recruit qualified citizens in accordance with chapter 3, section A, paragraph 3g this part.) Education:
Have a Master's Degree in Social Work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the school of social work is fully accredited. A doctoral degree in social work may not be substituted for the master's degree in social work. Verification of the degree can be made by going to the CSWE website to verify if that social work degree meets the accreditation standards for a Master's of Social Work. Licensure:
Persons hired or reassigned to social worker positions in the GS-185 series in VHA must be licensed or certified by a state to independently practice social work at the master's degree level. English Language Proficiency:

In addition to the basic requirements, the GS-11 level requires completion of a minimum of (1) year of post-MSW degree experience in the field of health care social work (VA or no-VA experience) and licensure or certification in a state at the independent practice level OR In addition to meeting basic requirements, a doctoral degree in social work from a school of social work may be substituted for the required 1 year of professional social work experience in a clinical setting. This is the full performance level for social workers. GS-11 social workers are licensed or certified to independently practice social work. They are assigned to all program areas, including inpatient or outpatient medicine, surgery, mental health, neurology, rehabilitation medicine, and geriatrics. Employees provide professional, independent social work services in the assigned area. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Reference:

The position requires performance of work which involves light physical effort, such as that involved in lifting light files, bending, standing, reaching, operating office equipment such as telephone, copier, fax machine, scanner, etc. In reference to Licensure/Certification:
Exception:
VHA may waive the licensure or certification requirement for persons who are otherwise qualified, pending completion of state prerequisites for licensure/certification examinations. This exception only applies up to the full performance level. For grade levels above the full performance level, the candidate must be licensed or certified. For grades below or at the full performance level, VHA social workers who are not licensed or certified at the time of appointment must become licensed or certified at the independent, master's level within 3 years of their appointment as a social worker. Most states require 2 years of post-MSW experience as a pre-requisite to taking the licensure/certification exam, and VHA gives social workers one additional year to pass the licensure/certification exam. In states such as California, Washington, and others where the prerequisites for licensure exceed two years, social workers must become licensed at the independent, master's level within one year of meeting the full state prerequisites for licensure. It is VHA policy that a VHA social worker who does not yet have a license that allows independent practice must be supervised by a licensed independent practitioner of the same discipline who is a VA staff member and who has access to the electronic health record. Different states have different levels of licensure or certification, making it difficult for VHA staff to determine the independent practice level. Each state, Puerto Rico and the District of Columbia completed surveys identifying the level of licensure or certification allowing independent practice. Copies of the surveys are on file in the Office of Social Work Service and a summary spreadsheet of the levels of licensure or certification is available to social work professional standards board members for purposes of determining whether the social worker's level of licensure or certification meets the VHA qualification standards. All states except California use a series of licensure exams administered by the Association of Social Work Boards (ASWB). The ASWB is the association of boards that regulate social work. ASWB develops and maintains the social work licensing examination used across the country and is a central resource for information on the legal regulation of social work. The ASWB offers three examinations. The master's examination is generally used by states for the independent practice level of licensure or certification, while the advanced generalist and the clinical examinations are used for the advanced practice level of licensure or certification. Differences between the master's and the advanced exams demonstrate the expectation that advanced practice social workers will have a more sophisticated knowledge of practice theory and its application. Failure to Obtain License or Certification:
In all cases, social workers must actively pursue meeting state prerequisites for licensure or certification starting from the date of their appointment. At the time of appointment, the supervisor, Chief Social Work or Social Work Executive will provide the unlicensed/uncertified social worker with the written requirements for licensure or certification, including the time by which the license or certification must be obtained and the consequences for not becoming licensed or certified by the deadline. Failure to become licensed or certified within the proscribed amount of time will result in removal from the GS-185 social work series and may result in termination of employment. Loss of Licensure or Certification:
Once licensed or certified, social workers must maintain a full, valid and unrestricted independent license or certification to remain qualified for employment. Loss of licensure or certification will result in removal from the GS-185 social work series and may result in termination of employment.
