Responsibilities:
This position serves as the ASST COUNTY HEALTH DEPT DIRECTOR-HLTH and works under the general supervision of COUNTY HLTH DEPARTMNT ADMINISTRATOR-HLTH, position #64029657.
This position is a high level position within a county health department, requiring independent judgment.
The incumbent oversees WIC, Maternal Child Health, Communications, Performance Management, Community Health Improvement, Strategic planning, Minority Health initiatives, grant writing and special projects.
This position is a direct report of the County Health Department Director.
The incumbent actively participates on the Senior Leadership Team and is responsible for critical decision making regarding public health issues within the organization, as well as those which impact the community.
This individual will be responsible for all supervisory duties including, but not limited to, hiring and selection, developing performance plans, conducting performance appraisals, planning and directing work, approving leave, and taking disciplinary action as appropriate.
Sets local strategic direction and demonstrates participation and engagement in implementing and maintaining system to monitor division performance as informed by the strategic plan, community health improvement plan, quality plan, public health accreditation, and other performance standards.
Ensures Division is represented on SPIL and quality improvement teams with regular attendance and active participation by representatives.
Holds routine meetings or communication with division representatives to ensure assignments are completed and objectives and measures are on track.
Ensures Division participation in customer and employee satisfaction surveys, with ongoing monitoring of data and corrective action taken when needed.
Demonstrates leadership in quality and staff development activities by serving as champion of quality teams, QI projects, and/or other quality efforts, and mentoring employees.
Women, Infants and Children (WIC) and Maternal Child Health Oversees WIC program operation to ensure program is properly performing in accordance with state and department requirement.
Incumbent will oversee the general operation, management, supervision of the program director & quality assurance of the WIC and Nutrition Program and its initiatives.
Responsible for overseeing the coordination of the maternal child health initiatives occurring throughout DOH-Volusia.
This includes the Healthy start partnership, injury prevention activities and other special projects.
Communications The incumbent oversees and supervises the Public Information Officer for DOH-Volusia, ensuring that information is disseminated accurately, effectively and rapidly to the public through the media.
This role ensures that DOH-Volusia is coordinated in its responses with other key community organizations.
This is a highly visible position in the community and in its role of carrying out the mission of DOH Volusia.
The incumbent is tasked with assisting DOH in maintaining a positive image in the community and will be expected to work internally with division directors and externally with community partners to ensure this is accomplished.
Routinely serves as spokesperson for DOH-Volusia with regular communication with the media concerning various issues.
Performance Management Plans, directs and coordinates performance management activities including the overall responsibilities for consultation, technical assistance, preparation, execution, and evaluation of the organizational development for the agency.
Oversees the implementation, Integration and monitoring of strategic planning, community health improvement, quality improvement, performance management, accreditation, workforce development, community engagement and health equity.
As a Senior Leader in DOH-Volusia, the incumbent will serve as a member of the Performance Management Council and Senior Leadership Team.
Minority Health Facilitates and supports the coordination of projects, initiatives and/or trainings across Department programs supporting minority health and the advancement of the Department's minority health goals; provides community presentations regarding DOH-Volusia's activities as appropriate; provides and/or translates health data for the community through community presentations, radio interviews and community dialogues; conducts focus groups; participates on community boards and interdisciplinary community workgroups.
Identifies real-time data collection methods appropriate to the public health context.
Ensures organizational capacity and capability to accurately analyze community data.
Responsible for the agency's grant writing efforts ensuring evidence and data is incorporated into proposals to demonstrate needs and solutions that affect the health of a community.
In collaboration with community leaders, communicates and addresses the variances in health status experiences by certain community populations.
Works with corresponding partners to effectively meet the needs of their communities.
Advances a culture of minority health within the agency and advocates for efforts that improve minority health.
Collaborates with a broad array of partners, including those at the neighborhood-level and the non-health sectors - to build healthier and more vital communities.
Promotes the role of community partners, particularly consumers, neighborhood organizations, and nonprofit organizations in collaborations to improve population health and eliminate health disparities.
Ensures that diverse community perspectives are utilized in developing, implementing, and evaluating policies, programs, and services that affect the health of the community.
Leverages key relationships and collaborations to implement public health interventions.
Contributes to new evidence-based planning through sharing of ideas, practices and work towards more cohesive practices.
Special Projects/Overdose Data to Action/Grant Writing Oversees Special Projects and Overdose Data to Action (OD2A) program.
Represents the Director at meetings/conferences with state, county, private agency officials and staff as required.
Assists the Director in the development of long- and short-range plans for the agency and in planning and implementing of broad administrative policies relating to the activities of the agency, assuring that policies that are developed are consistent with relevant to DOH goals and objectives.
